
JUNO BEACH, Fla. -- Flower Power & Light Company (FPL) customers can expect a one-time bill reduction in September after a final accounting of restoration costs from the historic 2024 hurricane season.
The refund, approved by the Florida Public Service Commission (PSC) on July 7, will amount to about $8 in savings in September for a typical 1,000-kWh residential customer.
Three hurricanes – Category 1 Debby, Category 4 Helene and Category 3 Milton – made landfall in Florida in 2024. For each storm, FPL assembled and strategically pre-positioned thousands of restoration workers from around the U.S. For Milton alone, the workforce topped 20,000, with personnel from 41 states and Canada.
The crews worked around the clock after each storm to quickly restore all affected customers. Importantly, FPL's sustained investments to build a stronger, smarter and more resilient energy grid avoided more than 800,000 outages and enabled faster restorations.
With estimated restoration costs of approximately $1.1 billion, the PSC in late 2024 approved FPL’s request to recover the costs through a temporary storm restoration surcharge that appeared on customer bills in 2025.
Restoration costs came in slightly lower than were originally estimated in late 2024. And revenues from the surcharge came in slightly higher than originally estimated. The resulting difference between actual restoration costs and the interim storm cost recoveries, approximately $80 million, is being returned to customers with interest through a one-time rate reduction in September.
